
Among the many features of the SymposiumLIVE building block for Blackboard is the ability to add captioning to the video files that are uploaded. This task is essential for compliance if an institution is receiving federal funding or under contract with a federal agency.
In 1998 Congress amended the Rehabilitation Act of 1973. This amendment requires federal agencies to make their electronic and information technology accessible to people with disabilities.
This specifically applies to videos or multimedia products by requiring captioning of the product. The captioning, or video descriptors, must have the ability to be turned on or off.
The subtitle information can easily be included when uploading a video. Every supported multimedia file can support at least one or more caption file extension.
